Retouching is the art of changing something in the original to make the image look better. For example if you want to remove a person, body parts, light poles, distracting flares, anything that is being totally removed is Retouching.
Retouching also applys to anything that is altered to enhance an image. For example when you swap heads, open eyes, lessen wrinkles, or take a few pounds off. These are all retouching techniques.
Restoration on the other hand is fixing damage that has occured to an original image. For example fixing rips, tears, folds or discoloration from an old photography. These are restoration techniques that do not alter the original image. The idea is to restore the image to its original beauty.
There are times when retouching and restoration are used on the same image.
